Paul Ballard

CEO and Chief Investment Officer

 

Mr. Ballard joined the Texas Treasury Safekeeping Trust Company in February 2003. As CEO and CIO, he is responsible for the overall operation of the Trust Company and its investment management activities. The Trust Company manages and oversees over $70 billion in investment assets including the State Treasury Pool, short-term investments for various state agencies, two local government investment pools, 11 permanent long-term endowment portfolios totaling approximately $4.0 billion, the $2 billion State Water Implementation Fund for Texas (SWIFT), and the wind-down of approximately $80 million in direct early stage venture investments formerly known as the state’s Emerging Technology Fund.

Prior to joining the Trust Company, Mr. Ballard was the Executive Administrator and CIO of the Texas Permanent School Fund, a $20 billion endowment benefiting K-12 public education in Texas. In the mid-1990’s, he served as Executive Director of the Kansas City, Missouri Public School Retirement System. Mr. Ballard began his investment management career in 1982 managing fixed income investments for a financial institution in the Midwest.

Paul Ballard holds a BS from the University of Kansas and a MBA from the University of Texas at Austin.
